how do I make a group distribution list in entourage.

You need to open your local "On my Computer" Address Book in Entourage.
Entourage does not support working with groups/distribution lists in
Exchange Server Address Books.

Can I import them from my msoffice?

Office for Windows? Yes, but you need Paul Berkowitz's "Export-Import
Entourage" script package.
