email doesn't get delivered

I have outlook 2003 and often the emails give all indications of being
sent i.e. going through the outbox to Sent items but never get
delivered. once that happens even tiny emails sent to myself won't get
delivered. Interestingly the Outlook test message works and does get
delivered. Any ideas?

What type of account? For POP/SMTP, your symptoms are most indicative of a
problem on the SMTP server - it is accepting your mail, telling Outlook that
it has accepted it (or it wouldn't move from Outbox to Sent Items), but then
refusing to forward it to the next-in-line router.

Thet test in Outlook is not a real test. Do not use it to verify the
proper function of your mailbox or your e-mail program. Use the
webmail interface to your mailbox to send a test mail (to a
*different* e-mail address and not to yourself). If the mail doesn't
get delivered but did get sent then the problem is out of your control
and you will need to contact your e-mail service provider to ask why
they aren't sending outbound e-mails from your account. Make sure the
receiving mail account has spam filtering disabled.
