Email Filtering Rules Wizard Problem in Outlook 2003

When creating new rules or importing existing rules, a field "on this machine
only" is set to checked by default. If left checked, then the filtering
rule does not work, and it is necessary to uncheck it.

If importing a large number of rules, it is tedious to have to wade through
a long list, unchecking each one.

Surely, this is a long standing bug in Outlook 2003.

Is there a fix for it?
