Email from sender in my organization sent to Junk Mail

Outlook 2007 with Business Contact Manager -

A message from someone in my organization was sent to 11 internal email
addresses including mine. Attached were a Word document and a PDF.

My Outlook sent the message to the Junk Mail folder and I don't know why. I
can't add the sender to the safe senders list since he's in the same
organization. How do I prevent future messages from this person from ending
up in the Junk Mail folder? Is there any way to see why this message was
determined to be Junk Mail?
