Email Getting stuck in the outbox

I have ONE end user getting emails stuck in his outbox, usually
between the times of 4pm and 5pm only.

He is running all the latest updates on the OS (XP) and on Office
2007.
We are running Exchange 2007 with all the patches available to date as
well.

At first I looked at our exchange server to see if that is where the
problem resided. I did some tweaking there, but nothing ever remotely
cured this problem.

So, I started to concentrate on his laptop.

One of the first things I did was update all his contacts by creating
a second contacts folder in outlook and copying all his contacts into
that folder. Then copying back and updating his primary folder. This
did not solve the problem.

The second thing I did was disable Symantec AV from scanning his
emails. This did not solve the problem either.

The third thing I did was change the windows update policy on the
domain that started at 4pm to start at 8pm. We thought the problem
went away after this since it hadn't happened for a few weeks.

Now the problem came back last night. He is getting very frustrated;
as well am I.

So the fourth thing I did last night for grins and giggles; was run
the scanost.exe and scanpst.exe on his OST and PST files. His OST
file had errors in it and I repaired along with his PST (Archive).

His OST file is around 1.6GB and PST is around 95MB.

The log file from scanost.exe is over 300KB in errors. The log from
the scanpst.exe is around 120KB.

I have also enabled outlook logging and here is a snippet from that
email being sent:

I have looked into the 0x8004010f and that is for the offline address
book. I have not went too deep into that yet.
