email hyperlinks open "locate link browser" instead of webpage!?

Suddenly when I click on a link in any email something called "locate link
browser" opens istead of the web page---it looks like a "save as" box; I've
never seen it in 7 years using Outlook. I am about to give up on outlook...
using Outlook 2003.
