Email is re-downloaded from host

I will stop receiving e-mail. When I go to webmail at my host I see new
e-mail yet Outlook will not get the mail. The Outlook status window flashes
by with no errors. Then when I restart my PC and get tons of mail, even mail
I have downloaded before from the host. What is happening? Your help and
insight is appreciated.
