Do you have an AV scanner set to integrate with your local copy of Outlook?
If yes, try turning off the integration as it sometimes interferes with the
"handshake" between the mail server and your Outlook and can have some
unintended consequences.
Also, is this an "alias" mailbox that others in your household may be
accessing for mail sent to (e-mail address removed) with you being
(e-mail address removed)? Do they also have the option set to leave mail on the
server?
