Email Notices to Resource Managers when their resources are assign

Is there a way to use the email notification system to send an email to a
Resource Manager when their resources are assigned to a new task? If it's
not something built into the tool, is there a way to set up a work-around
(like add both the Resource Managers' and the resources' email address to the
email address field to get the notices sent to both)?

On their PWA Home pages, Resource Managers can click the link labeled "Alert
me about my resources on tasks and status reports." They can select the
conditions under which they wish to receive an e-mail notification about
their resources' tasks and status reports.

The only related option I see there is when the resource submits new tasks &
assignments. What about if someone other than the resource or the Resource
Manager sets up the assignment?
