Email notification to alert u a specific email was not recieved?

Is there any way you can get outlook to notify you if you do not recieve an
email with a certain subject line between x and y times?

Also is there any delivered functionlity that allows you to schedule
recurring emails?

1. Outlook and mail servers cannot deliver reports on items that never
happen - if the mail is not received, how would the recipient's mail server
know to notify you that a mail it did not know about did not arrive?
