Email Notifications does not work

From Project Professional 2003 a project manager changes an assignment and
then publishes new and changed assignments. They want to send email
notifications. For some reason, when they click to notify resource by email
and then click ok, no email notifications are being sent to the resource. I'm
lost. Can someone guide me in the right direction to make sure email
notifications are enabled in PWA 2003 or Project Professional 2003?

First of all, has your Project Server administrator entered an e-mail
address for every resource in the Enterprise Resource Pool? If not, he/she
needs to do this first. Second, the Project Server administrator should do
the following

1. Log into Project Web Access with administrator permissions.
2. Click Admin - Customize Project Web Access.
3. In the Actions pane on the left side of the page, click the
Notifications and Reminders link.
4. Enter the necessary information on this page and then click the Save
Changes button.

Lastly, remember to set up your organization's e-mail server to relay
messages sent by Project Server. Hope this helps.
