Email notifications for rejected timesheets?

I've tried to find an answer to this and simply can't.

Is it possible to set up email notifications for certain events such as
when...a timesheet is submitted or in particular, when a timesheet is
rejected?

In 2007, this should be possible through the creation of event handlers.

at least now I have something to try and Google on. I assumed this was an
important feature to...everyone...so that there would be some built-in,
easily configurable approach to this.

And maybe event handlers are, but it sure didn't pop out at me from what
info. I have been able to find.
