Email prefix not working when replying or forwarding

Within our networked environment, the email options to add a prefix to each
line to the original message when replying or forwarding is not working even
after closing Outlook several times. Anyone else experience this?

What version of Outlook? Whan message type? What are the exact settings
for the prefix information?

RIch Text formatting will always prefix the reply with a vertical line down
the left margin, as far as I can tell. Only Plain Text will allow you to
specify a character like >
