Email read and delivery receipts not working correctly

Outlook clients cannot review their returned delievr / read receipts as aprt
of the sent email. Users are receiving the notifications for both delivery
and reading of emails they send but the TRACKING tab does not appear in the
sent email.

Any ideas where I should look ?
This situation is not providing any benefit the to end users.

I have set up delivery and read recipts to be allowed on exchange (under
ESM, global settings, Internet Message form, default).
Each user have delivery and send receipts requested.

We are running
Exchange V6.5 (build 7226.6 SP1)
SBS 2003 premium edition
