Email reply to my message contains no text (only original message)

I am using Outlook 2003 and have encountered the following problem on several
occasions with correspondence received from persons using different email
programs: My original message is returned but no response is included, nor is
there an attachment with the text of the message.

I had Norton antivirus 2005 set to scan incoming emails, but have never
encountered a problem with correspondents using Outlook or AOL. It has
happened once when receiving a response sent using Lotus Notes and several
times with a correspondent using a different proprietary email system (don't
know which one).

Any leads/suggestions would be much appreciated. Thanks.
