Email report from Access using Microsoft Outlook

I have an online Faculty of Medicine database that uses
Acess 2000 as the front end for Administration.

When applicants send in their application fee by
mail...the data entry person checks (for that applicant)
a fee paid box and enters the fee received date.

Then, on a DAILY basis, the Administration wants to send
a generic 'Acknowledgement of Receipt of Fee' email
message to all those who's fee was received on that
specific day...and so on for subsequent days and fees
received.

So...
1...I need to know how to send an acknowledgement report
via email to specific applicants. (based on fee payment
received date being today's date).

2...then need to record somewhere in the database that
the acknowledgement report was sent to those specific
applicants...so that the Administration knows it was sent
and so that the applicant does not receive it again.
