Email rule error Can not move message from folder

I have had a rule setup in Outlook for about a year. It moves emails from my
work account to a separate folder. When I get an email from my work account
now, I get the email twice and I get an error that has the rule name and it
says "Can Not Move Message From Folder". I have deleted the rule and
resetup, but I get the same results. Any ideas?

2003 - SP2
It is a pop3 account

I have four pst files listed. My work personal fold is 1.17 G (is that too
big?), my outlook pst folder is 250K. Also I have what appears to be the same
file names but 45K and 65K respectively in a path that doesn't reference the
C: drive.

So the first two files are in:
c:\documents and settings\my name\local settings\application
data\microsoft\outlook

the second two are in:
documents and settings\my name\local settings\application
data\microsoft\outlook
