My account server properties ARE set to authenticate. I
CAN send email. What I CANNOT DO is REPLY to or FORWARD
and email. The error pops up immediately upon clicking
the SEND button...before it leaves my PC (or so it seems)

Simple - you cannot send mail through a server to which you are not
connected "relaying denied."

You need to set your account server properties to allow you to authenticate.

Could you turn on diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479) and post
the OPMLog.log file after trying to send a reply or forward?

Thank you for leading me to this utility. While there I
realized that I had more than one email address (each
from different ISPs) and that the outgoing mail needed to
be set to the ISP that was providing the connection. That
would explain why I could email new messages. The replies
and forwarding were looking for the wrong SMTP server
since I was not logged on to that ISP.

Finally, an answer!
