Email sits in outbox till you select any folder

I have machine running Outlook XP on Windows XP Pro SP2 (no firewall) that
has a bizarre problem sending email. When you create an email and hit send,
it sits in the outbox until you click on another folder (any folder within
outlook). After clicking a folder the email is immediately sent. We are
running Exchange 5.5 on Windows 2000. This person seems to be the only one
with the problem.

Check the following...

1) Disable the firewall. (This means disable the firewall service.)

2) Go to the WINS tab of TCP/IP properties. Is it set to enable NetBIOS
over TCP/IP?

3) Is there anything between the client and server that could be blocking
UDP traffic? (The packets only go one way. Exchange -> client. Any UDP
port > 1023. This is the packet that tells Outlook when new mail is in or
that something happened and Outlook needs to refresh its folder list.
