Email Status Requests in Project 2003 (w/o posting to the server)

My reference guide, the QUE Using MS Office Project 2003, states on page 547
that there is an option to track status via email rather than simply through
project server; but doesn't explain how. I know there used to be an applet
in older versions of the program that did this; but this appears to no longer
exist for 2003.
I've already tried the Collaborate>Publish>All Information and then the
Collaborate>Request Progress Information and that publishes only to Project
Server. My team member, who does not have access to the server, can't see
the status request, nor did she get a copy of it via email. Does anyone have
any idea how to do this? Thanks!
