Email this file Outlook vs OE

Two users in XP; Bob uses Outlook and Mary uses Outlook Express.
Mary in Windows Explorer > My Pictures selects pics and clicks on "Email
this file" to send to someone, but e-mail form that opens is Outlook instead
of Outlook Express which doesn't have her contact list. How does she
configure to open OE?

Internet Options, set appropriate mail app - of course if only a single win
user account is used this will alter the settings for both

Both Bob & Mary have separte XP user accounts and email acounts, and use
different email apps, eg. Bob = Outlook 2007 and Mary = OE.

As suggested, in Mary's Win user account changed Internet options > Programs
email = OE so now she's happy, but Bob's default email is now OE.

Apparently only one app is auto default for all users. Even toyed with Win
"Set Program Access and Defaults" option but also could not find satisfactory
to solve issue related below.

Any suggestions?
