Email will not send unless I click outbox.

The associate is using Outlook 2000 with Exchange 2003. She creates a new
message and clicks send. The message goes into the outbox folder. the message
will not send unless she clicks on the outbox folder. When she does click on
the outbox the message is sent. What is going on?
