Email with 2MB+ attachments get stuck in OUTBOX (XP 2003)

Outlook XP 2003- Out going email with attachments over
2mb will not leave the Outbox BUT receipents will recieve
MANY copies of the email with the attachment.

NOTE: This does not happen on any of my other PC's in the
house. So DSL router is OK and ISP is OK
