Email won't send

Operating System: Mac OS X 10.5 (Leopard)
Email Client: pop

When I want to send an email to someone, it won't send on a consistent basis. Some days it does, most it won't. I have been told by the company that set up our business email accounts that I may have to shut my computer down occasionally, reboot it and then it should work. This is ridiculous. I work on this computer everyday and often have other windows open, to shut everything down and possibly lose other information seems wrong..is wrong.

Please be more specific. What happens when you try? Does it appear to send?
Do you get an error? Details please!
