Emailing newsletters

Hi. I have been working on a newsletter template that I would like to email
out to members of our group, however, whever I do a "test send" I get the
newsletter still in template form, allowing all recipients to alter/change
the content. Once I finish a newsletter, is there something I must do to
"close" this editing option so those whom I send it too will just receive the
"finished" copy?

I know, I have tried but for some reason, when I hit "save as", it doesn't
give me pdf as an option. I tried opening the document in adobe acrobat but
it couldn't open it either. And other advice?
