Emails for Issues and Risks

All,
I have a PM that want his people to receive an email if they are
assigned an issue or risk, in much the same way as his people get an
email when assigned a task. We know that individual users can
subcribe to email alerts on issues and risks, but we can't find a way
to 'push' emails to anyone that has had and issue or risk assigned
regardless of whether or not they want they want that email or have
signed up to receive it.

Am I overlooking something simple? Any suggestions?

You're not missing anything, you can't do this. You can only manage alerts
for your resources that relate to assignments and status reports.

You could develop a custom app to add these alerts whenever a site is created.
