Emails rejected-would exceed quota for mailbox

I keep getting this email that says people are trying to send me emails but
can't because it would exceed my quota for the mailbox. I only have about 8
emails in my inbox and I have cleared out my deleted files folder. What do I
have to do to fix this?

Using a POP3 account? Login to your webbased mail account provided by your
ISP and delete some items there.
