Emails with missing Contents or Attachments

Hi, recently we have received complaints from some
recipients that emails were sent to them without any
contents or attachments attached. This occurs more
frequent when we are sending mails to multiple
addressees. Although less frequent when sending mails to
single addressee. We are using Exchange 2000 server and
Microsoft 2000 or 2002 for client PCs. Does anyone have
similar experiences with this? Please share any
actions if you have to resolve this. Thanks
