To answer your immediate question:
Insert | Movies and sounds | Sounds from file | (browse to file)

But there is a step that must be taken first. Tell PowerPoint how big of a
WAV file it is allowed to embed. Anything over this limit will be linked,
any WAV file under it will be embedded.
Tools | Options | General (tab)
Change the number under 'Link Sound Files With A Size Greater Than' to
something big, like 1000. This will enable embedding of up to 1 Meg WAV
files. If your wav file is bigger, you'll need to adjust the number higher,
but don't forget to consider the overall presentation size.
