embedded bmp files have different size images

I have embedded bmp images into an Access 97 table. The
files are all the same size (11KB / 250x350 pixels), yet
when I create a report showing the images, some are tiny
and some are not. Can anyone tell me what causes this,
and how I can get the images to come out the same size?
