Embedded images becoming attachments

I am having an issue with some users where imbedded images, particular an
image in the signature block, becomes an attachment. It happens sporadically
and I can find no reason for this event to occur. The users are running
Outlook 2003 SP3. Any help would be appreciated.

There's no way around, either you don't add the picture but a link to a
location that is accessable for the recipient, or the image must be send
with the e-mail - and that's done by attaching it.

I am sorry I wasn't clear. The e-mail starts off with the image imbedded.
After a while or being forwarded, the image becomes an attachment and not
imbedded. I have not determined yet what the factor that causes the image to
become an attachments.

I know it has happened when the recipient responds from a blackberry because
it does not support imbedded images and makes it an attachment. Any more
thoughts would be appreciated.

Embedded images are attachments as well, there're just some different
properties set on the e-mail. If BB doesn't do that, I don't know a way
around except this: Install some code on the machines of every client to
re-embed those attachments...
