Emeded Images vs. Linked

I am trying to create a custom stationery using outlook and FrontPage - I
have created my html page so that the images are all referenced from my web
site - but when I call the stationery up in the picker area it embeds all
the images regardless - I have also tried calling the page up in my browser
and copying and pasting it into outlook but with the same results.

How do I create a stationery with images that are not embedded?
