I am interested in creating a web site for posting resumes and jobs. Does
anyone have any ideas for templetes or information as to how to do this?

That would be a complex web site project involving databases and server-side
coding. You could either take a few months to a year of serious study to
learn the basics of those things, or hire someone who already has that
knowledge and ability.
