Empty resource list when Creating Surrogate timesheet

I have an issue with all of my Team Manager. They are able to create a
Surrogate Timesheet, but the Brownse button does not list any resource name.
I've set the "Timesheet Manager" for each resource that report to a manager.
The manager are already approving timesheets so this part seems to work.
What did I miss?
I've checked also and the Manager has the "Create Surrogate Timesheet" rigths.
