Empty the Deleted Items folder upon exiting does not work

I have checked off the option 'Empty the Deleted Items folder upon exiting'
and 'applyed' the setting, but every time outlook 2003 is restarted, the
deleted folder has not been emptied. I have to manually delete all the items.

I have Outlook 2007, I've checked the option 'Empty the Deleted Items folder
upon exiting', but doesn't work. My add ins are all from Microsoft. Do you
know how to fix that problem?

Meaning outlook.exe doesn't stop after you close Outlook?
Do you perhaps have other software installed that rely on Outlook such as a
cradled mobile device, fax software, Skype, etc...?

outlook.exe process doesn't properly closes then (check Task Manager). If
outlook.exe is still running see;

Well, just Microsoft Activesync and Skype.

There's your problem ;-)
Having your device cradled leaves Outlook open in order to sync.
Running Skype with Outlook integration leaves Outlook open in order to show
your Outlook Contacts.

Uncradle your device ad quit Skype (or disable its Outlook integration)
before you close Outlook and Outlook can then close properly.
