Meaning outlook.exe doesn't stop after you close Outlook?
Do you perhaps have other software installed that rely on Outlook such
as
a
cradled mobile device, fax software, Skype, etc...?
I have Outlook 2007, I've checked the option 'Empty the Deleted
Items
folder
upon exiting', but doesn't work. My add ins are all from Microsoft.
Do
you
know how to fix that problem?

Checked off or checked on? It should have a check in it. ;-)
Does it prompt you upon exiting Outlook? It should. If it doesn't
the
outlook.exe process doesn't properly closes then (check Task
Manager).
If
outlook.exe is still running see;

I have checked off the option 'Empty the Deleted Items folder upon
exiting'
and 'applyed' the setting, but every time outlook 2003 is
restarted,
the
deleted folder has not been emptied. I have to manually delete all
the
items.
