Empty TOC

I have a discussion board for which the Table of Contents remains empty.

I followed the wizard to add a discussion board to my 8 yr old's webpage
( http://www.montooth.com/amelia.htm ) but the contents don't show up. I
followed the wizard in everything EXCEPT that I renamed the page to fit on
the Nav button. I also was confused about how to link, so I just dragged
ameliadiscuss1_frm.htm to below the Amelia page and everything worked except
the TOC.

Can anyone help me fix it?
