empty toolbars menu

Here's my problem: I have office 2001. In word, when I go to view
and then to toolbars to change toolbars, it is empty. No menu pulls
down when I highlight toolbars. I recently upgraded to OS 9.1. It
worked fine before that. Can anyone help?
