em's VS percent

I'm really stumped on this one. How come if I create a class to be appended to a style, and I set it to 150%, I get different results than if I set it to 1.5em? I am viewing the results in IE6. The look the same with font size (in IE) set to medium, but quite a bit different if I adjust IE to larger or smaller view size.

OK, and here's another question. When implementing a nav bar based on the structure in navigation bar, I like to use the text styles. But I would like to have different colors and rollover effects than I use in the body of my page. Is there a way to do this using the auto nav link bars?

No, because em is a spatial relationship that will vary by font.
