Enable Business Contact Manager does not appear

The Business Contact Manager Toolbar does not appear in Outlook and the
suggested fix which says go to Start Programs Outlook 2003 w/ Business
Contact Manager and choose "Enable Business Contact Manager" has no "Enable
Business Contact Manager" option. What next? I have reinstalled Business
Contact Manager and the update.
Sugestions?
