Enable Hyperlinks

On my home pc, I have HYPERLINKS enabled in Office 2007. But when I try to
follow one, I get the following error: "This operation has been canceled due
to restrictions is effect on this computer"
I did a system restore. I unistalled and then reinstalled Office 2007.
Is this a security setting or a service that is now disabled?
How can I restore this function?
