Enable mouse wheel scroll for Text Box vertical scroll bar

Using Access 2007. I have a Text Box control in the Detail section of a form
bound to a memo field.
The Form has “Data Entry†property set to No.
The Text Box has “Scroll Bars†property set to Vertical.
Scroll bar appears and can be dragged up and down with the mouse, but the
scroll wheel on the mouse does nothing. How can I activate the scroll wheel
on the mouse for that Text Box control?

Thank you for the reply, but I'm not trying to scroll to a different record.
I want to use the mouse wheel to move the vertical scroll bar of a text box
