Enable per-session cookies error when trying to log in via website

I have enable cookie sessions in IE6...done a reboot and i am still getting
the "You cannot be logged on because your security settings in Internet
Explorer do not allow per-session cookies. Enable per-session cookies, and
try to log on again. (5011)" any idea on how i can get pass this?
