Enable "Preserve Existing HTML" in FrontPage 2003

I have been unable to locate the "Preserve Existing HTML"
option in FrontPage 2003. For some reason, FrontPage has
a nasty habit of adding P tags and other markup where it
isn't necessary and shouldn't be for reasons of design
and CSS implementation.

Can someone please tell me which where in the menu
options I need to go to turn this feature on?

Hi David:
FrontPage 2003 preserves your HTML by Default, unless you tell it to base
the formatting on the current page (Tools | Page Options | Code Formatting).

Or change any of the default rules to custom rules in same place
