Enable Toolbar problem

I have an access 2000 application I wrote a couple of years ago in front of
me which I have to alter.

The problem I have is that I disabled the toolbar when I wrote the
application and I need it to continue with my amendments.

How can I enable this again.

I tried creating a new project and importing all the files but the code is
password protected which means these files wont copy across.

Any Ideas ?
