Enabling IPC$ shares in W2k Servr

For some reason, these shares are disabled by default, and even when I
enable them using 'net share', they get disabled in couple of minutes.
I did search Microsoft KB for some info. Tried to implement their registry
settings recommendations, but no success so far.
Any idea how to enable them ?
