Encoding doesn't work in Publisher 2003

Using Tools>Options>Web>Encoding, I've set Publisher to save my file with
"Western ISO" encoding. After publishing to the web, whenever I view with
IE, the text is encoded as "Unicode", which causes many of the characters
(such as quotes) to appear incorrectly. How do I fix this?

I don't recommend using Publisher to make websites but we have a fellow over
in the Publisher.webdesign newsgroup who does use it and it quite
knowledgeable. Post your question over there and see if David can help you.
