encoding reading problems

i am having problems reading the encoding. i am trying to open a online
course sylabus but when ask for encoding nothing works and is not readable. i
have offic home and student 2007. if some can help me.

If you can read other documents OK, it suggests that the syllabus is either
corrupt or not in a Word format.
