Encrypted DB with User Info for secure web site

I want to create a secure section of a website, with user
info stored in an Access DB. The site can only be
accessed via HTTPS (valid server cert.). The Db will hold
user info as well as control tables, dictating what users
can see.

Does Microsoft Access Encryption protect this DB, that is
stored outside the Inetpub folder on the webserver from
outsiders stealing user info and getting at more data?

Does encrypted the DB distort the plain text, so permitted
users can no longer read the text (or be sent a password
via asp email?).
