encryption and digital signatures

I just reinstalled my Laptop XP SP2
Office 2003

I can send e-mails with encryption and signatures but cannot receive [by
this, I mean that nothing comes through whatsoever] encrypted e-mails or
e-mails with digital signatures.

I can receive e-mails that do not have signatures or encryption.

Can anybody help thanks in advance
