End User agreement and SP1

Windows 2003 Server
Project Server 2003 w/ SP1
WSS 2003

I just installed PS SP1 and users are getting the end user agrement. SOme
users accept and the controls are properly downloaded. Some users click to
accept, but get popped back to the end user agrement screen. Any ideas?
